DEPARTMENT OF SCIENCE AND INTERNATIONAL RELATIONS
I. History of the Unit
The Department of Science and International Cooperation was established in 2002, originally separated from the Undergraduate Training Department. In 2022, Tay Nguyen University founded the Dak Lak Province Innovation Center under Resolution No. 144/NQ-HDTr dated September 29, 2022. This center operates as a revenue-generating public service unit to support the development of the local innovation and startup ecosystem.
To streamline the organization and enhance operational efficiency and resource utilization, on May 13, 2025, under Decision No. 834/QD-DHTN by the Rector of Tay Nguyen University, the Department of Science and International Cooperation and the Dak Lak Province Innovation Center were merged to form the current Department of Science and International Relations.
II. Functions and Duties
The Department of Science and International Relations is a functional unit under Tay Nguyen University, responsible for advising and assisting the Rector in managing all activities related to:
- Science and Technology
- Tay Nguyen Journal of Science
- Cooperation and External Relations
- Innovation and Entrepreneurship
III. Organization and Activities
The department comprises dedicated staff and part-time lecturers, each clearly assigned responsibilities in specific areas:
1. Science and Technology
- Develop and coordinate scientific research plans at all levels (institutional, provincial, ministerial, national)
- Manage initiatives, intellectual property, research groups, and scientific works
- Inspect, evaluate, and summarize research outcomes and propose commendations
- Register intellectual property and transfer research results
2. Tay Nguyen Journal of Science
- Manage the entire process of publishing, peer review, editing, and legal deposit
- Ensure scientific quality and academic credibility as regulated by authorities
3. Cooperation and External Relations
- Develop, organize, and monitor domestic and international cooperation programs
- Organize international conferences and seminars; sign strategic cooperation agreements
- Strengthen networking and expand research and training partnerships
4. Innovation and Entrepreneurship
- Organize training programs and events to support innovation
- Support students, pupils, and startups
- Manage clubs and innovation groups; connect with the VNEI network
- Assist the Provincial People’s Committee in implementing innovation and startup activities
5. Information, Data, and Communications
- Manage the department’s digital data system
- Administer the website and fanpage; prepare periodical reports
- Handle internal clerical and archiving work
IV. Responsibilities and Assignments
1. Head of Department: Dr. Nguyen Dinh Sy
Responsible for leading and overseeing all departmental activities.
Directly manages and supervises the following tasks:
1.1 Advises university leadership on issuing regulations, procedures, and development strategies (short-, medium-, and long-term) in science and technology; Tay Nguyen Journal of Science
1.2 Science and Technology activities
1.3 Tay Nguyen Journal of Science activities
1.4 Party activities and participation in the University Party Committee
1.5 Activities of the Science and Training Council; Quality Assurance Council
1.6 Other tasks assigned by the university leadership
2. Deputy Head of Department: Dr. Tong Thi Lan Chi
Responsible for managing, supervising, organizing, and taking main responsibility for:
2.1 Advising the university leadership on the issuance of documents and strategic plans for each period (short-term, medium-term, and long-term) regarding external affairs, startup, and innovation activities;
2.2 Domestic and international external relations activities;
2.3 Startup activities (within the university and as per the signed cooperation with the province in 2025, and the Secretariat of the Provincial Innovation Startup Portal);
2.4 Innovation activities;
2.5 The department's digital database;
2.6 Other tasks as assigned by the leadership levels.
3. Senior Specialist: MSc. Le Thuy Van Nhi
Responsible for monitoring, checking, and archiving documents related to:
3.1 Institutional-level and key-level scientific research activities;
3.2 Research groups and strong research groups;
3.3 Initiatives and intellectual property;
3.4 Updating data related to assigned areas in the department’s database;
3.5 Office clerical work and serving as the department's treasurer;
3.6 Other tasks as assigned by leadership levels.
4. Specialist: BSc. Vo Thi Thu Nguyet
Responsible for monitoring, checking, and archiving documents related to:
4.1 National-, ministerial-, and provincial-level research projects or equivalent;
4.2 Programs, projects, and S&T contracts both domestic and international;
4.3 Updating data related to assigned areas in the department’s database;
4.4 Monthly, annual, and ad-hoc reports as required by leadership levels;
4.5 Summarizing feedback and drafting meeting minutes and feedback on official documents;
4.6 Other tasks as assigned by leadership levels.
5. Specialist: BSc. Y Zina Ksor
Responsible for monitoring, checking, and archiving documents related to:
5.1 Tay Nguyen Journal of Science (formatting, editing, publishing, distribution, and legal deposit);
5.2 Verifying academic background documents;
5.3 Verifying articles for internal reward policies;
5.4 Managing the department and journal websites;
5.5 Updating data related to assigned areas in the department’s database;
5.6 Other tasks as assigned by leadership levels.
6. Lecturer: Dr. Nguyen Trinh Thanh Nguyen
Responsible for monitoring, checking, and archiving documents related to:
6.1 Conferences, seminars, training, and academic events of university units;
6.2 Student conferences, seminars, and training sessions;
6.3 Domestic and international external affairs;
6.4 Academic hour calculation and reward/recognition for lecturers;
6.5 Updating data related to assigned areas in the department’s database;
6.6 Other tasks as assigned by leadership levels.
7. Lecturer: MSc. Tran Thi Minh Ha
Responsible for monitoring, checking, and archiving documents related to:
7.1 Tay Nguyen Journal of Science activities (peer review, financial settlement);
7.2 Verifying articles for rewards according to MOET notifications;
7.3 Uploading documents and data to the university’s quality assurance system;
7.4 Updating data related to assigned areas in the department’s database;
7.5 Drafting monthly and yearly resolutions of the Party cell;
7.6 Other tasks as assigned by leadership levels.
8. Lecturer: Dr. Dang Thi Thanh Ha
Responsible for monitoring, checking, organizing, and archiving documents related to:
8.1 Startup activities outside the university and per plans with domestic partners;
8.2 Innovation activities inside the university and with domestic partners;
8.3 Supervising the lecturers' innovation group;
8.4 Updating the database on the Hemis system;
8.5 Academic hour calculation and reward/recognition for lecturers;
8.6 Other tasks as assigned by leadership levels.
9. Lecturer: MSc. Nguyen Thi Thuy
Responsible for monitoring, checking, organizing, and archiving documents related to:
9.1 Innovation activities with international partners;
9.2 Domestic and international external affairs;
9.3 Managing the department's fan pages related to S&T, external affairs, startup, and innovation;
9.4 Monthly, annual, and ad-hoc reports as required by leadership levels;
9.5 Updating data related to assigned areas in the department’s database;
9.6 Other tasks as assigned by leadership levels.
10. Lecturer: MA. Truong Van Thao
Responsible for monitoring, checking, organizing, and archiving documents related to:
10.1 Student startup activities and student startup clubs;
10.2 Cooperation with domestic organizations;
10.3 Participation in innovation startup networks (VNEI);
10.4 Academic hour calculation and reward/recognition for lecturers;
10.5 Updating data related to assigned areas in the department’s database;
10.6 Other tasks as assigned by leadership levels.
